The Committee of Permanent Representatives (COREPER) is made up of Ambassadors from EU Member States, based in Brussels, who are responsible for preparing Ministerial-level Council meetings. All issues must pass through COREPER before they are included on the agenda for a Council meeting.

Today's mandate was approved by ambassadors meeting in the Council's Permanent Representatives Committee (Coreper). Both the Council and the European Parliament will have to agree on the final text. Negotiations on the proposal are being held between the co-legislators as a matter of urgency.
